Well, the city doesn't exist as a city, unless you mean that it should have been obliterated by the nuke.
But even if Capcom didn't retcon the bomb to not have been a nuke, depending on the yield, a lot of the city would still have been standing.
What's completely bonkers is that there's still a shitload of BOWs roaming around the premises, even outside the supposed quarantine barrier, and they're just left alone?
Also, apparently, anyone can just wander into the city, get bitten by a zombie and become an infection vector that could unleash another city-wide outbreak if he manages to reach a populated area before succumbing to the virus.
Then there's the 100+ zombified BSAA soldiers just chilling around, and by the look of it they seem to have died a while ago and apparently nobody bothered checking out where they all disappeared to?
I did love revisiting the place, but it makes zero sense.
Also, one other thing that I found funny is just how expensive BOWs are.
A licker costs $14,000,000 - more than a Western main battle, and can be taken out by an untrained rookie or civilian.
A tyrant costs $120,000,000, which is insane considering the limited capabilities of it. Something like an Abrams or a Bradley could rip it to shreds with ease.
Just about the only worthwhile BOW is the Nemesis, but they don't list its price, so it must be monstrously expensive.
Begs the question why anyone would pay these insane prices for weapon platforms with this such limited capabilities.
