Does anyone know why his daughter doesn't talk to him?
The short of it is that Perry doesn't stop being a lunatic around children. Perry has mentioned that Christina watched him strangle her mother, along with an incident following the divorce in which he screamed at Christina during a supervised visit at Disneyland to an extent which traumatized her for life (with both events happening before she was five years old).
Given Perry went from supervised visits to not being allowed to see his daughter at all, we can only speculate as to what other incidents may have occurred. We know Perry spent several years of Christina's childhood smoking crack.
Following Windy City Heat, Perry has developed a habit of further alienating his daughter through only reaching out to brag that he's a big movie star, that Justin Bieber is going to be her new big brother, that he can get the band Portugal. The Man to bring her onstage at a concert, that he's the star of his own TV show called Perry Caravello Live, etc.
From what I've read over the years, Christina is embarrassed that her dad is such a hopeless retard that he's famous for it. She enlisted in the air force to get as far from him as possible, and has a husband and daughter of her own that she never wants him to meet. Supposedly, there have been rare moments where she relaxes her boundaries enough to give him her cell number or emails him a photo of his grandchild - But Perry always betrays her trust by either talking about her on one of the shows existing to make fun of him, or raging at her that she's a "CUNT" or a "FUCKING BITCH WHORE" like her mom - neither of which I imagine does much to make amends in their relationship.
The only times Christina has been mentioned since PCL started has been in the context of Tom using her to threaten Perry into compliance with. There have been rumors that Tom has gone so far as to impersonate Perry's daughter in email communications for the sake of manipulating him - But I've never seen this proven.
