I liked Eureka and Bozja a lot, and spent a lot of time in them both grinding weapons there, but I think this current approach is the most reasonable middle ground for how to do relics, between the opposing extremes of EW relics just being a tome sink and Eureka weapons asking you to spend 10 years in Pagos per weapon.
It provides some amount of reason to be engaged with the game when the content is current, if you want to get your cool glowy weapon (which is tbh the only reason to get one, since the BIS version of the relic weapon comes so late there's nothing to use it for, other than going back to content that anyone who cares about BIS has finished months ago), without making it a completely horrible experience like most old relics are if you want to go back later on and get one for glam reasons.
And I do suspect that this format is going to be how relics basically continue to work, if I've understood correctly how their new gear progression system is meant to work.
"Do the grind once, and you have the current relic step unlocked for all jobs" would integrate very naturally with that.
