I can only offer guesses but they make sense

1 : he made this one public because he wanted tweaker to know he moved in to his hood
2: After a year of fails he needed a win
3: we said he would never get housing....easy win
4: Toren was intending to move in for some time so Toren would make it public anyway.

The following is utter guess work but based around known stuff.

You can gauge him based on his begging. If he's making off handed comments about needing a little here and there he's in the green. If he brings up some medical condition and links to his e-begging page he's in the yellow and if he full on REEEEEEES about how it's payday and he's only got 37 cents you better send some fucking money he's in the red.
This system can be a little confusing because even after begging for 300$ he will then pepper his page with images of dumb shit with the money he should have used on bills, rent and groceries in the first place.
