with under $20 of material from the local hardware store, i can fashion a functional single shot shotgun. so can many others as there isn't very much complexities in the design or manufacture of such a thing.
Phil strikes me as the type to be incompetent enough to both overestimate his actual competence level and at the same time be completely blind to his incompetence.
i truly believe that should he think to make a zip gun, he would defer the task because he is both lazy and too consumerist to manufacture something of some value - he'd rather buy it somewhere or pretend he has one than expend the effort to obtain or manufacture one.

Not necessarily, you are not supposed to conceal a blade longer then 5 inches. Not sure about cali or oregon but in my state it's like that. Cali is pretty strict about weapons, states with big cities like new York cali and Illinois don't fuck around when it comes to that stuff

in CA, you cannot carry "automatic" knives that are spring assisted or spring loaded among other designs that have a blade longer than 2". you can possess and conceal any sort of folding knife regardless of length if it's in a folded position, and you can openly carry (in a sheath or something) a fixed blade knife of any size. you cannot possess any knives in some areas like courts, and you cannot possess any sort of knife with a blade longer than 2.5" on school grounds unless it's for work purposes.
CA knife laws are pretty forgiving. i sell some in my shop and have a big sign that outlines the laws. they may vary by city or county though.
i wouldn't put it past Phil to have or attempt to own a knife purely because he reminds me of the backyard black wearing try hards hot topic and bud k sells fantasy knives to.

On paper, practically everything other than a bread knife to spread butter is illegal and a felony to own.
I have no idea what it's actually like to live in the People's Republic of California and have a knife intended as a weapon.
