Realistically, he'd have to do what one of his icons Joseph Stalin did; act on his paranoia and remove enough people to feel safe. The difference is Stalin was a genuinely terrifying figure and very intelligent, having a deep understanding behind how the government machine worked.
Plus too many of his followers are us in alts; he'd have to do a pure wipe, but since he demands attention will be too retarded to not take any alts in.

Honestly the thing that sticks out the most to me is how his whole post reeks of his Autismlatina role playing nonsense. Releasing a "public statement" as if he's a world leader delivering a speech to concerned citizens in the wake of such tragedy, when he's just some tard who lives under a bridge. In the same autistic way as his obsession with road signs, Phil has a fixation on "official-sounding" words and phrasing, like "public service announcement", "protective custody" and such. It could some form of magical thinking similiar to that SovCits engage in, that statement suddenly become more "real" or have a greater impact on reality if they are constructed in a pseudo-legal/buerocratic form. I don't know.

So, is there a reason apart from autism and general retardation that Phil thinks Kiwis are "out to get him," in a way that could be prevented by carrying (*coughillegalcough*) weapons around? As far as I know the Farms have only interacted with him ever on the interwebs, right? Like, has anybody here ever met Phil in person? Tweeker/Dusty/Others from Phil's past that have come here afterwards aside.

My take as a casual observer is that because Kiwi Farms-type websites are somewhat known in his sphere of people (i.e Lolcow-y folk who have been documented by entities like Encyclopedia Dramatica" and we can be easily painted as "cyberstalking" him (despite the fact that this is content which Phil voluntarily makes public) so it provides a group he can use to rally his "supporters" against when he doesn't have any people in his real life he can conveniently blame for "mistreating" him.
For example, look at the thread about the bus stop incident. Phil even admits that the police officer was respectful, but Phil still chose to spin the story that he was being "victimized" somehow. He thrives on imaginary persecution, that's why it's easy to understand why he latches on to us. Back in 2015 when he made shit up about the infamous "drive by incident", he was mildly successful in generating asspats from painting us as "violent MRA Gamergaters" but that has pretty much completely dried up since. The other angle might be subtly threatening people who were once a part of his life but not anymore (a.k.a Tweaker) by letting them know he's armed (though he's only really successful in scaring Jordan Gwendolyn Davis).
But again, I'm nowhere near an expert on ADF, that's just my personal observation.

It's quite simple really, Phil needs some one who he can blame for his failings that isn't himself and we handily provide that for him, he does fear us in some respect as we are more than willing to point out and deconstruct his lies in detail and he hates that as it will (an has) caused uncomfortable questions to be asked by his friends that he's totally unable to answer.
We also manage to work out how he thinks and works in a way he himself can't and that really pisses him off, mostly because like all truly dumb people he values a intelligence he simply doesn't have and when we take one of his ideas and are able to turn it into swiss cheese in moments and prove to him once again he's just that idiotic he get's angry and upset so loves to paint us as the villan.
As for IRL interaction, well publicly there is 2 people on here that openly admit to Phil in more than a cursory way but I am aware of several others (mostly active on his facebook friends list) who know him offline who have accounts here. The thing is non of us really want to harm Phil simply because we don't care enough about him either way but he's only able to understand things in a very hard context so there is no middle ground for him to be able to describe us that's why we are always the EVIL CIS DUDEBRO STALKERS WHO ARE TRANMYSOGKNEES!!!!! because they are the strongest buzwords he can come up with in his limited lexicon and about the only way he can describe us.

Pretty much all that.
But it helps to remember phil is literal in everything.
When someone posts shit like
"I hope phil gets raped"
"Our agents are on it"
"Send snipers and drones".
He takes that shit at face value. Either because hes a dumb fuck or because he thinks others will take it literal and pay attention and believe hes under a real threat.
All it took to convince phil we were the true face of gamergate was Null changing our title to "gamergate farms".
Think back to the time phil spotted a discarded rucksack.
His crazy rodent brain assumed it was part of a kiwi farms plan to blow him up, when it didnt explode because it was just a bag he considered this a victory as he had foiled us.
Whilst we ofcourse did nothing but laugh at the tale.
Regardless of how much he believed we were willing to use a back pack bomb to get him hes willing enough to make it part of his personal narrative for asspats and to give his life meaning.

I was just stating that on some basic level even if Phil doesnt really believe it he wants to believe it to validate his oppressed latinx freedom fighting sex worker persona.
Hes very much like CWC in that he believes us to be a multinational organised effort out to ruin him rather than just a mixed bunch of people sharing his posts for LOLs. He doesnt really believe it...but its a more attractive truth.

Without us hes just some hobo eating cheese under a bridge but with us his life is a massive autistic adventure.

has he even heard of the intercepted suspect on his way to the LA pride event? it's an awful lot closer to him than Orlando.
i can see Phil getting a large fantasy knife of some sort - easier to obtain than a gun in CA and is legal (although questionable) to carry around as well. more legal than his ASP, which is LE only in CA.
he seems focused on guns though - as someone intimated to me: he may just have a power fantasy from the idea of possessing it, like a charm or totem.
