Depends how you mean. In terms of pure money I'm pretty sure Paul did. In terms of good music, definitely George.

Sort of like Phil Collins was the huge money success out of Genesis, but Peter Gabriel's solo work is phenomenal while Phil's is meh.

I never really liked Paul's solo music, except for Wings.
Favorite George album is Brainwashed.
It was a great album, and a great final hoorah for George, even thought it came after he passed.
