That was the whole institutional problem under Phil Spencer. He basically just rubber-stamped budgets for studios and let deliverables slip. Look at the mess their UK studios were when he was in charge of MS Studios UK and Europe, and how things fell off in their North American studios when he was put in charge there.
He only ended up as Xbox CEO because the job was seen as a career-killer in the company ever since Blackley got the axe.
It is hilarious that a guy who couldn't keep software flowing at the world's biggest software company somehow sold the CEO on basing the future of the division on a subscription model for games when he had such an abysmal record for actually getting games out the door when that was his job!

It's all cope because even if Xbox had 1,000 studios - they still had a whole suite of executives who's job was to do nothing but partner with studios and not a single one of them apparently asked Rare for a playable demo of Perfect DarkANYTHING or thought they should have one inside of ~9 years.
Yeah, this is really what the whole mess comes down to. My example was mostly to demonstrate even fucking EA of all people can ram through a project on schedule and on-budget (even if it was cancelled at the 11th hour because the executive who ordered the project got bored with it, in true EA fashion).
There's no excuse for any pile of 1,000 people in a Western nation with salaries and access to fast computers to completely fail to produce a single "fun thingy wot people can play with on their 'puters" after nine years of nothing. You can put a handful of ten year old kids in a room with a bunch of shitty Apple IIe's and a single copy of the manual for fucking Apple BASIC, feed them their favorite food & beverages for a week, and they'll inevitably make a fun game by the time you check back.
