That was the whole institutional problem under Phil Spencer. He basically just rubber-stamped budgets for studios and let deliverables slip. Look at the mess their UK studios were when he was in charge of MS Studios UK and Europe, and how things fell off in their North American studios when he was put in charge there.
He only ended up as Xbox CEO because the job was seen as a career-killer in the company ever since Blackley got the axe.
It is hilarious that a guy who couldn't keep software flowing at the world's biggest software company somehow sold the CEO on basing the future of the division on a subscription model for games when he had such an abysmal record for actually getting games out the door when that was his job!
Microsoft was the leader in this, most Series games don't even have the game on the disc, the disc is just a license dongle with the stub of an installer on it. Nintendo is already selling Game Key Cards, which are the same thing, but on a card.
