By 1952 the Soviets had also basically halted their reparations demands. They'd taken as much as they could.

It wasn't that disproportionate either. Berlin, Leipzig and Dresden are in the East, plus you had a number of notable manufacturers like Carl Zeiss and AWE. The chemical industry was especially developed in eastern Germany due to the abundant lignite, especially the Leuna works.
