There are only a few species that bite humans out of all of them from what I understand, so you probably don't want to kill every single one. If you did (theoretically), it would most likely cause an avalanche effect of noticeable negative changes to the environment.

No, the whole point is that you ruin an entire generation of mosquitos by modifying the males. This is something that is actually being done. The males go out and mate with a regular female and that brood (of which female mosquitos can only have so many) is dead on arrival.

Edit: Looking further, sterile males can mate with 8 or 9 females and since females generally only mate once (and then produce multiple broods from that single mating) on the high end a single sterilized male mosquito will prevent something like 2,500 mosquitos from being born.

It's not cost effective. There are mosquitoe defense services that are very effective. It costs about $100 per 10,000sf of serviceable area and you have to come out 4-6 times a year depending on the climate. Some cities do outfit pest control companies to clear parks of mosquitoes but they can't do your house, you would have to pay for that service yourself. If you want less mosquitoes in your parks and downtown, go bring it up to city hall. Get a quote for how much the service would cost and petition for a change. I've heard this question a lot and you really could holocaust all the mosquitoes if you were willing to participate in city hall meetings.
