The way these things go, Rufo or someone he knows probably tried applying to the assistance program, and got hit with the narrative bit.

I've only done a quick check, but this 8(a) looks like part of the usual set-asides in contracting that have been around for decades. Most of it is Congressionally mandated by law, starting with the Public Works Act of 1977 and growing from there.

So another deeply embedded problem that's going to require surgical handling, yet because Trump isn't immediately running face first in to tear it out NOW NOW NOW (despite what UM posted showing that they are looking into it) means he's not doing anything?

I think it's rather fair to expect that Trump knows the laws he is supposed to be "faithfully executing".
It is, and "the buck stops here" is a more serious statement than people realize. I meant I didn't think Trump knew about this as a wrong that needed to be righted, an agenda item he intended to get to with the same ferocity as all the others.

They don't appear intent on dismantling or reworking it
They don't want to deal with a 3rd assassination attempt.

(but that does explain how Rufo became aware of it)
