Minorities used to apply to this program simply by claiming they were a minority, and the SBA accepted that claim under "preponderance of evidence" (i.e. you can prove you're black by sending in a picture). Others were required to submit a narrative as part of the application. Once you proved you're a minority, then you got "presumption of social disadvantage", which is hilarious if you spend 2 seconds thinking about what that means.
Then a lawsuit in 2023 ruled the SBA can't just hand out gibs under a "presumption of social disadvantage", for obvious reasons. So the SBA now requires
all minorities to submit a narrative complaining about how they're being held down by The Man, society, racism, etc. The narrative isn't a new thing, the Biden Admin just expanded its use to keep handing out money to the people who already qualified for it.
