I guess you could say it's something like that. I do normally try not to overthink things because most of the time a modern story isn't really worth the effort to think about the plot too deeply. I'm only giving Toby the benefit of the doubt because he can actually build a decent mystery. Though the big thing is that we don't really know how Toby is when it comes to opening that Mystery Box and clearing up the final secret, though his past experience at doing so with Undertale when the full story of the first human was revealed was through random fucking tapes that had just been left laying around in the True Lab for some reason. Like, why the fuck were they there?
Possibly because I can't name a video game from the last 10-15 years that wasn't irony poisoned, meta-self-aware-turns-at-the-camera redditslop, making fun of itself and you for taking it seriously(ughhh, nerd), while pushing The Message about diversity, womyn in power and heckin transfolx. Deltarune just genuinely means all the shit it those, zero heckin subverted expectations or making fun of the audience for getting invested in the story and liking the characters. Sure, its no generational epic, but it has the balls to stand on its own as an authors vision. Sure, it might be a strange vision with questionable choices, but atleast there is an artistic spark to it, its trying to tell a story, rather than pushing numbers based on a californian neon hair focus group. This kind of honesty about what it is and what it wants to be immediately places it above all the slop.
Just rate it "funny" and move on.

Yeah, there's two relationships that should exist. Kris and Susie's relationship is the heart of the story, and we can see very obviously that Kris likes Susie a lot.
Also, it has good music. Which is objectively way more important to communicate the mood you're supposed to feel in a moment than anything else. I don't know if Toby is just the only game dev understanding this, or the only one able to deliver it, but it does wonders for the immersion. Graphics aren't really important and realism often is just a distraction. Also, the game doesn't just recycle known gameplay mechanics and plays with the expectations of the players who are well versed with the genre and their usually way overplayed tropes, and how to subvert the dreadful things players expect. The mysterious elements keep the player guessing, which is why it stays in their minds, and allows people to come up with their own ideas. People theorycraft around this game as if it contains the secret to immortality.
Outer Wilds was great. It also builds up a great mystery. It also solves it very statisfyingly at the end.
