They literally did. The screenshot of the new minimum requirements explicitly mentions a 64-bit CPU running Windows 11. Go look again.
If you read past the first bit of my post (the bit you snipped out) you would have found my justification for saying what I said.

Supported system requirements on a steam page is what the publisher claims will run it, and what they are testing their game on to ensure compatibility. Being below the minimum does not mean your rig wont run it, or that the game will terminate to force you to "upgrade" to win 11. It means you are running it on an unsupported system and that they are not taking responsibility if it does not run. Updates may break functionality on your old system in future and its on you to fix it and get it running.

I really really don't recommend running modern games on very out of date GPUs.

My ass is still chapped that they didn't do the obvious and just go back earlier in the setting when Monsters were more abundant, and let us Make-A-Witcher and be fucking Monster Hunters. That would be all you need as the hook. Then you can drag our freaks into political bullshit against their will here and there and have them deal with the growing resentment for, and obsolescence of, their order.

And there's absolutely no fuckin point in a dlc to W3. What's the logic behind this?

Schizo theory: they're strapped for złoty or they're running out fast. They've massively overspent on TW4; all their talent is gone so they're going to have to spend even more on sub par talent going forward, the game is taking longer than expected to develop because no one there knows what they're doing, there are gonna be UE licensing fees where there were none before, they're hamstrung by dingleberry do nothing non technical hires brought on in the wake of the culture war, and to top it all off it's going to happen again with Cyberpunk 2 with no one in the position to stop it having the will to do so. Cheap dlc made cheaper by farming it out to the same chumps who are doing the TW1 remake that no one has seen head or tail of is easy money.

The devs probably wanted to do that shit. But as always, the all knowing, souless, retard halfwit producers, marketing people and literally satan , or in other words those who have the money, they did their market research on what could potentially sell the most and, no doubt using twitter and porn sites, they went with gurl boss monster huntress.

I want whatever the CDPR leadership is smoking.

They've never been a studio that was all that well managed, usually relying on the "BioWare magic" approach of hoping everything comes together in the end to make the games work, but with 2077 they've reached new heights of mismanagement and incompetence. The development of Cyberpunk was a shitshow from top to bottom, so I genuinely have no idea how they think they can make all those Witcher games on top of Cyberpunk 2.

Making a Witcher 3 DLC starring Geralt to promote W4 seems like a strange marketing decision.
It's doubly strange because they've ditched their in-house engine (likely because every programmer that helped build/maintain it bailed out) in favor of Unreal, and yet they're now going back to the RED Engine to make a major DLC, while "improving" the graphics of a game everyone that wanted to buy it already did.

Genuinely bizarre behaviour by a company that seems increasingly out of touch.

The smart move for a Witcher 4 game would have been to let the player make their own character, instead of shoving more Ciri girlboss bullshit down everyone's throat.
 
Reminder that every CDPR games came out with need for dlc/patches out the ass, every single one had over 10 dlc/patches and Blood and Wine quality when it came out was the exception, not the norm. Never forget this, as for ehat they are doing fucking hell, they are not helping themselves
 
The reason why games turn out like shit (with features being constantly re-done or shit being buggy - spoiler alert, its developers being on tight schedule shitting their guts out, not blind QA, when they realize they need to fix tons of BS they were practically forced to skim over in favor of meeting deadlines) is that they constantly underestimate how much effort needs to be put into each feature, and instead of taking time to lay down plans and execute, they patch the same shit 60 times in development wasting time and effort instead doing it once or twice and well.

I can't start it when I'd like, because it's only gonna be on Win11 for PC, and I refuse to downgrade from 10. Dev decided I'm sitting out this decade-old game I've had since launch.
That’s not exactly correct. What CDPR said is that they won’t be supporting Windows 10 i.e. they won’t be testing if Songs of the Past runs properly on it because Microsoft has ended support for Windows 10. They didn’t say that it won’t be on Windows 10 at all.
