The answer is fairly straightforward corruption. The people in power are removed enough from the consequences of the disaster they're causing that they can take the short term personal benefits and walk. As much as I dislike Quebec, they have created a natural defense against any migration. By getting the special treatment they want they've effectively neutred anyone who wants to live their that is an anglophone or allophone (most immigrants).
