I get why he's doing that - have all these people go off to various countries to learn skills and trades and have the ones who survive and thrive come home to improve India - but why is everyone letting him do that? His strategy is to basically zerg rush every country and hope that a handful of the brainless idiots learn something useful and bring it home. Like how China convinced every company to build their factories in China and then China copied everything to jump start their economy and starve out everyone else's industry. I doubt it'll work because of the prevalent scam culture in India, so it just means everyone suffers.

The leaders are boomers who still think Indians are high value people when he just ships them over without any vetting to enshittify every corner of the planet. Everyone hears skilled labor and they get sold on the tax benefits since Indians actually work, except they ruin everything they touch. Rather than do the hard work and solve their problems, its easier to import indians to solve your declining birthrate and job crisis. They don't know how much it undercuts the economy and destroys the nation.

The answer is fairly straightforward corruption. The people in power are removed enough from the consequences of the disaster they're causing that they can take the short term personal benefits and walk. They also rather specifically hate their own people. If you read anything by the elites of the 1920s, it's all about how much they hate that the average man is anything more than a slave. They literally invented the education system as an attempt to kill the cultural and intellectual potential of the working class.
Modi has a dream of all these dalits magically faking it until they make it, but they are all fakes. He's expecting that they will one day come home and build India rocketships and factories and all sorts of things that'll make India rich and powerful, but all they are doing is stealing half understood things. They got dalits pretending to be heart surgeons, learning how to do complex surgeries, when they haven't even figured out basic sanitation. India will never be a superpower, but it'll try to fake it.
