Your CPU is on the weaker side but that shouldn't cause a memory issue.

Does this happen exclusively with Stellar Blade or with other games too?
Exclusively with Stellar Blade.

Then again this is the first time I've tested a "heavy" game with my PC. Everything else has either been emulation (up to PS3) or light indie games that don't take up a lot of stuff. Sonic Mania and the last few Shantae games are as "heavy" as it gets, and my machine never chugged with those.

I doubt it's FitGirls repack that's bugged, but I wouldn't be surprised if it is. I noticed it installed the game on a separate SSD drive rather than my C drive ( my C drive is an HDD ), but I didn't think that would be an issue since it could read the game better off of the SSD (it's a MSI 1TB M450 NVMe).

Unless the x360ce is eating up memory as well, which again I doubt because I also use AntiMicroX for bey bindings and that doesn't effect my PC at all.

It probably is the repack. I have almost the exact same specs as you with the only difference being the CPU and my Steam copy works fine.
