Toronto municipal police service does the very same thing in Canada. There was a high profile case where they walked into a legitimate gunsmith's home and ventilated him then left several years back -- and he lived multiple hours away from Toronto. They never did explain why they felt the need to do that, as far as I know.

I'd be totally unsurprised to see them operating outside of Ontario altogether, but given all of Canada's news reporting (except Rebel) is funded or owned by the Canadian government, stories about Canadian law enforcement's habitual malpractice are increasingly rare.
