Multi-faceted answer, tbh. First, it's harder to find reliable infrastructure to host this stuff, because most countries cooperate with the copyright cartel now (so any host you use will just shut you down and narc you out upon receipt of the first complaint) and those that don't are flooded with scammers and con artists of all kinds (so any host you use is just as likely to steal your money and run as actually provide good service).
Second, it's riskier and higher-stakes for obvious reasons. As this arrest/bust demonstrates, the gloves are off and they're genuinely trying to hit people harder for "piracy" than they are for literally having unprotected sexual intercourse with children (I say that explicitly just to help it sink in with people how fucked up these priorities are). You are at greater risk of long term imprisonment for uploading a copy of a fucking Hollywood film than you are for raping a child. That doesn't go unnoticed by the kinds of people who might think of setting up a replacement for a downed pirate site.
Third, more sadly, it's reaching a point where it's not worth it anymore. Very little of value is being created by modern content production farms (Hollywood, Youtube, etc.), so we're all basically just passing around the older stuff we feel is worth preserving. Eventually everyone who wants it has it, and there's not much point in spreading it around further, especially at such great risk. Who knew the "solution" to piracy was to just stop making anything worth pirating?
