I heartily second the recommendations for Clarks and Earth Origins heels.
One thing that is nice about the basic Clarks black pumps with the chunky heel is they come in two heel heights but otherwise are identical, so you can see which works better for your needs. The foot pad is padded a bit and there is a very minor amount of arch support, which is nice. I have the taller ones for formal occasions, and they are nice for looking vaguely intimidating. Walking ability is ok but not great; do not recommend for commuting without a change in shoes, but they're good to wear all day at the office or whatever.
Earth Origins heels are THE BEST. Delightfully lightweight, sturdy heel, good construction, and excellent padding with mild arch support. I have sprinted a short distance in them before with no fear for my ankles. In retrospect, I wish I had bought a second pair of the ones I have in black so I could wear them for all heel-appropriate occasions (although I love the burgandy color I have).
