You can use a regular eyeshadow with an angled brush and a wax and do your eyebrows. Most of the ones you'll buy, like the NYX ones really are just pigments. Just make sure there is no shimmer, it should be matte.
Sometimes I think we get so specialized we think we need a different product for everything, but it's not true. Any pencil for eyeliner you can use on brows and any eyeshadow too. Just get a cheap wax pencil to tame it all and keep the makeup in place.
That said, I do like the Anastasia dip brow. Unfortunately, it doesn't come in my favorite color but I still use it. I also have the Tarte Amazonian Clay eyebrow powder which is also nice and supposed to be volumizing for buildability although I've never seen anything like that. I do have some areas that are kind of thin. Ive changed my hair color so have a few colors and products and you can use the Amazonian clay one on your hair too, for grey coverage or to add some undertones, like you would with a chalk.
I've used the Mac singles mentioned above on eyebrows and they work great as they are super fine powders. . When I travel, I like to carry less stuff so I duplicate uses.
