If you're using a cleanser with a drying/antiseptic ingredient like tea tree oil, you don't really need toner. Toners are really great as an "I'm too tired/lazy to go through my whole routine" product (after removing makeup, of course!) but it's not something you need every day unless your skin is excessively oily. Just like, unless you're extremely dry, you don't need moisturizer during the day, only SPF.
Is your skin oily, or just acne-prone? It's possible that you might be over-stripping your skin a bit. My face used to be covered in zits but once I stopped using acne-targeted products, I cleared right up and now I just get the odd cystic bump once in a while (as opposed to lots of smaller pimples
in addition to cystic bumps). It's funny that
@Nyx suggested Yes to Cucumbers because that gel cleanser saved my face a few years ago. It's great for the price and I might switch back when I run out of my current stuff.
(Sorry, this is just one of the things I went to school for... I don't get to flex my esthetician muscles very often, since I don't work in the treatment room and most of my customers work with hair. I'm not trying to do a consultation via the internet, I swear, lol.)
