If he's using his EBT benefits to pay for services rendered by other people, yes that is illegal. Basically, if he's using the benefits for anyone other than him (and his family, if he were living with them) he's violating the law.

Once again, the idea that while fucking a 16 year old in Washington state when you're 36 is legal (it is, I checked), it's still reallllly creepy sails right over his MRSA riddled head. Also, he was hitting on a 15 year old at one point and constantly mentioning the age of consent is 16. Dunno if that was the same girl and she turned 16 or what.
