Here is an organization that works in Washington State:

They claim to not have legal authority to intervene, but can provide resources and support, and from what I can see they also shelter abused animals.

key:
First, you do not need certainty of abuse, just suspicion of it. Of course it must be based on
fairly reasonable grounds, you can't just false report however you like, but in this case it wouldn't be that because you seem convinced of it, and according to this thread there might be hints of abuse.
Second, and what is built from the previous point, if you suspect it, you should report it anyway. The officer will determine if it's not, and may even educate the potential abuser.
Because remember, it's all about preventing.
