The setting of the game was originally going to be Liberty State, rather than just Liberty City, and it would have included countryside surrounding Liberty City, mountains based on the Adirondacks and Catskills, and possibly even The Carraways. The article mentioned that there were three cities. First is Liberty City, next is possibly The Caraways, and the last could be Carcer City mentioned as "nearby".

The only thing I sort of wouldn't have minded is a big fake terrain around the Alderney and Broker sides, like in GTA III or Mafia's Lost Heaven, just so that you don't have Liberty City in the middle of nowhere. This was also a huge issue with GTA 5 IMO, since the fact that Los Santos was an island meant that every region outside of Los Santos wasn't large enough to generate a sense of place, while Los Angeles is basically bordered by a huge infinite desert to the Northeast that would have made for a good map boundary.There's no "beta map". The fake map is based on a really early concept for the map from like 2005 before they even started working on it. It's just a rough drawing with the irl names for each location. The scope was limited to just the city very early on, there was never any real "countryside" developed.
The only cut areas that could potentially be recovered are the GTAIV rendition of Staten Island that got folded into Alderney and IIRC one of the smaller islands between Algonquin and Broker was meant to be slightly bigger. The beta that got leaked recently doesn't have either of them btw, so those were cut way earlier than the beta version of the map too.
I don't know about the 2 missions. My recollection is that stealth was specifically one of the things we regretted adding to SA as we ended up stretching ourselves too thin. So I thought stealth was never pursued in gta4. Then again, there were experiments going on all the time…

Considering he's the only one to not make a return in GTA Online (apart from when Online preceded V's story and the main character helps Trevor set up his drug business) I doubt this will ever happen. I would also mention that they wouldn't have the budget to spare considering all updates after The Contract are really low budget indian garbage, but Ned Luke himself made a comeback as Michael in the last update, so that point is moot.Would Steven Ogg even be up to playing him again considering how much he hates the character even though his career is almost entirely that character?

I believe IV's map was conceptualized before its story. If so, I would think Niko's exile would've made better sense then, like how Michael and Trevor were exiled to Sandy Shores during that story. All Niko did was move islands, moving to another state would've been logical if you're on the run. I think the biggest problem is that despite being such a large area, the wilderness parts of the GTAV map is basically wasted. Yeah, a few missions take place there and there are the chopper jumps, but most of the playable area is just there. Those three mountains, the Air Force Base, the labs, the giant dead sea by Sandy Shores, and the little islands and shoreline of the entire state are basically just wasted opportunities because nothing much happens in those areas.
