Both are an issue, but drug dealers are worse as they are controlled by their greed knowing they will hurt and destroy many lives. Personally I'd kill the drug dealers/traffickers and give the addicts (who have not committed any violent crimes) an ultimatum. Either you can take a large does of drugs for one final hit or you can get your life together. No there won't be a second chance you either get better or follow the others.
