okay don't laugh but I distinctly remember going onto the Harry Potter site and there being a game where you could dress up your pets. I remember a cat and an owl. You could give the owl a fancy gold cage and both could wear gold bling and robes n stuff. iirc it was pixel art?

The Tudors Scene Maker has always been a favorite of mine for how detailed you can make the outfits.
You can be as historically correct as you want or just do what I do and give everyone Evil Queen energy.

ETA: Well now I'm goofing off playing dress-up games. I just found one featuring Noodle of the Gorillaz that's really clever. The options are built into a smartphone and while they're all pretty small to look at it's a clever design. It really takes me back to middle school.

I was obsessed with dress-up games as a kid/teen. Smallworlds was definitely one of my favorites. I keep trying to find games that are close enough, yet nothing hits. Everskies is really fun for dress up, but as someone else already mentioned, the community is absolute fucking dog shit. My friend introduced me to Dress to Impress, it's fun and all, but I get way too bored of constantly seeing the same gameloop. It's truly why the older "dress-up" games were more fun, you had so much variety on what to do (trading, mini games, just hanging out, etc). I've tried some mobile games, but it just doesn't feel as fun nor comfortable to me. To anyone who used to play Smallworlds, or maybe is interested in trying it out, I've heard that there is a re-make being made for it (similar to Club Penguin Rewritten). I think once it's fully released, someone will mention it on Reddit or some shit. I've tried the Minimundos (Brazilian Smallworlds) remake, and it was amazing seeing everything again.
 
It counts but if the biggest thing you remember about Club Penguin is the dress-up option then you have mind I would like to study.

The membership disparity is so nostalgic to me. I remember stealing my friend’s login info to see what having a membership was like and impulse-buying so many clothes, then playing games for like a solid five hours trying to earn her coins back. She caught me anyway and vowed to never speak to me again for all of two days lmfao.

Style Savvy saga is incredibly fun, and every game is different enough that they are all worth playing. The replay value is unparalleled, as is the gameplay loop. It really doesn't get any better than that, in my opinion. The music, clothing and graphics are charming and polished.

it really is disappointing how Fashion dreamer couldn't keep up. How does a switch game look so much uglier than a saga from the ds and 3Ds? Baffling
 
The best dress-up games are soulsborne,
Elden Ring specifically is the most involved. Due to how specific the sheen and color can be on the different metal sets (and even on different parts of the same set), you really have to spend a lot of time tweaking and checking in different lighting conditions and areas. Then you get into how certain pieces will connect with others (most often gauntlets rolling sleeves up) and even how armor moves. The Night Set from the DLC has these plates on the hips that flex like skin flaps and it drives me up the wall.
Some people really hate how specific you have to be with armor mixing and matching, but I find it really rewarding. I guess Armored Core is the only one more involved with its emblem system, but that's less dress-up and more like weird MS Paint.
