the fermi paradox is stupid, it really doesn't account for the vastness of space as well as it think it does. Take Proxima Centauri, the star less then 5 light years from Earth. If there was a planet 100% identical to earth with the exact same technology running, we would not be able to detect signs of life or civilization unless it was broadcasting a tight beam directly at us. Heck if Earth's collective sensor systems were plopped down one light day away (the distance Voyager I is currently) those sensors would still be unable to detect any signs of intelligence if we weren't broadcasting a tight beam directly at that spot. Any galactic civilisation would be using a form of communications we wouldn't detect, either tight beam transmissions directed away from us or some sort of quantum or ftl communication tech we don't have. There could be a massive armada of ships stationed to take out Sol if we ever become a threat and we wouldn't be able to detect it. And even if some alien race was broadcasting a tight beam to us, if they were halfway around the milky way we wouldn't see the signal yet if they only started broadcasting 1,000 years ago, and if they only broadcasted for maybe 500 years that's still a fairly small window where we could've missed it if they stopped just before we were capable of detecting the signal. And assuming we just don't understand the signs, like the Wow! signal or that star that could have a massive asteroid belt or could have a Dyson sphere.
