He is, now at this time of year that's sort understandable for people on low income if they have normal things to take care of in addition to the extra spend caused by the Holidays, but in Phil's case it's because he's trooned out on things he doesn't need and he's not getting the discount he claims he's getting on that housing his rent bill is roughly just over 50% of his monthly tugboat and slingblade isn't contributing at all.
