I wish there was a more open discussion on this sort of thing, people who are to fucked up to live in society in any way resembling normal and that it's kinder and safer for some of them to be forced into some form of managed care, but it has to be monitored and take a lot of legal sign off.

It depends on what kind of order Chris is under, if any. We haven't heard about anything actually being in force (as opposed to in the future) since the EPO a year ago.

Even if there were a no-contact order, it doesn't prevent people you know interacting with the person in question, it merely prevents them from communicating on your behalf. Having mutual friends/acquaintances is not a crime.

So for instance, were Chris under some sort of restriction, people he knew wouldn't be barred from talking to Barb, visiting Barb, etc., and they could even tell Chris what happened. What they couldn't do is act as Chris' agent, telling Barb "Chris has this message for you.", or "Chris asked me to talk to you about this."

While it's possible that Chris is under such an order, they might not bother since Chris is physically restrained and there's not much need for one unless Barb or someone acting on Barb's behalf asks for one. It sounds like that there will be something to that effect when Chris gets out, but it may just be a physical restriction.

Assuming there's no such order, Chris would only get in trouble if he attempted to bribe or intimidate Barb into not testifying or giving false testimony. Without an order, it's not illegal for witnesses to communicate about the case with someone else, even the defendant.

Chris declaring that he's frustrated that Barb is not dead or gone is not illegal, just incredibly stupid and bad optics, and a good way to make things worse for himself.

If they are, we don't know for sure what the grand jury will be presented with tommorow beyond a docket that lays out the details of the case. It's highly unlikely Chris's letters will be presented to them as evidence.

We will NEVER know what's presented to the grand jury. That said, it's unlikely the prosecutor will present everything he has to them. Likely they'll only see what he knows is enough to ensure an indictment.

Chris would be institutionalized for society's benefit, not for his own. Chris, in himself, does not need to be locked up or medicated. He needs to be hungry. Chris has always needed real world consequences for his real world bad behaviors, but instead he has always been sheltered and enabled, first by his parents, then by weens, and through it all by his tugboat.

Always remember: your tax dollars let Chris become who he is today. Surely the solution for that can't be wasting more money on him? Spend it instead on people who would benefit.

What about Chris's tugboat?

Chris is on SSDI. When he was in jail, as he was not yet convicted, federal regulations state that he should still have been receiving it. It has been pointed out that some facilities mistakenly report pre-conviction inmates to the Social Security Administration as convicted ones. If this is the case, then his tugboat would have been mistakenly suspended, but he could have been unsuspended and receive back pay by notifying the SSA of his status.

However, if his stay in the state hospital was for being incompetent to stand trial, his tugboat would have been suspended after 30 days in the hospital. He will have to get it restarted now that he has returned to jail awaiting trial, or if upon release he is convicted and released with time served. If Chris was sent to the hospital for some other reason, then theoretically his tugboat was not suspended.

If convicted, and if Chris has more than 30 days to serve on his sentence, then his tugboat will be suspended for the duration of his remaining stay. Once released, he can send the SSA a copy of his release papers to notify them of this, at which point his tugboat will be restarted.

As Chris is on SSDI, unlike SSI, he does not need to reapply for his tugboat if it is suspended for more than a year. It will only be terminated if his income ever exceeds the limits for SSDI.

In the event that Chris is forced to register as a sex offender, it will not affect his tugboat.
