but I remember reading at one point a few months ago that on the rare occasions when the police were called, one or more of the responding officers were often themselves part of "the community", ostensibly since the police department recruited them to be a bridge to said community to get them to trust the police more. In reality, they more often helped their own evade punishment and accountability. This was cited as a potential reason for why victims were often not taken seriously or dismissed as prostitutes at the scene of the crimes, an otherwise ludicrous proposition given what we know from witness descriptions.
