Phil's a bad person, but his actions don't directly hurt enough people for me to consider him evil. Although, given how little empathy he has, I think the people who say that he'd be dangerous with a modicum of intelligence and charisma are probably on the money.

He's more just incredibly childlike... If he was a literal toddler, everything would make sense. It gets missed because it's an adult body indulging in the behavior, begging for money, flipping out on people the way he does etc. and an adult doing this is interpreted as evil etc.

He's just a literal 6 year old's brain inside a grown man.

He sits there in a Sonic the Hedgehog hat eating happy meals and hot dogs. He's like an actual infant. Think about it... If you showed his Minecraft gameplay to a normal person they would immediately think he's mentally disabled.

The craziest thing about it is then hearing him talk about it.

What I specially like about it is how he'll go on saying it's how minecraft with mods is played while simuteanously ranting about the crafting recipes being difficult.

One reason I still follow DSP is because he's just a shit person in his own right without being a gross predator, or otherwise hurting other people. I'd say his arrested development is around 14. That's probably when he found out his parents fooling around on each other and it fucked him up mentally. It's scummy for sure, but plenty of streamers play the exact same game with their viewers. Lonely guys that have too much free time, disposable income, and a desire connection that they will not or cannot get through healthy avenues. If it weren't DSP, it'd be somebody else. It's the entire business model of onlyfans as far as I can tell, just with the added sexual component which makes it worse in my opinion.
