You already quoted my comment, but why is it cope if they just wanted to deport this idiot, they'd have done so? They could have deported him back in November if they wanted to, there's nothing preventing that. Now think about your scenario for a moment.
In your scenario, the moron commits a bunch of minor crimes. Korea prevents him from leaving the country, and wastes a bunch of time and money in court to just deport him later with no sentence? What the fuck would the point of that be?
