I'm going to try to make this as simple as possible for you.

He can't work or legally earn income in the country. He can't buy food or pay rent. Initially he was still earning a pitiful income from his livestreams but is banned from most platforms so that's no longer an option(and legally questionable anyway).

Hank having to cover Johnny's room and board with Johnny only being his gay partner as payment means that cost of living has to come from somewhere, not to mention his alcohol habit.

There's also a huge difference between having someone in your place for a month, and having to put up with them for a year and we've already seen Hank complaining about Johnny being broke and his family(who he gets his own money from due to a lack if income himself) paying for the shit.

Hank is also not liked in Korea. Hence why he's supported by his family like the dead weight that he is. The court system has no problem with Johnny driving Hank crazy or even broke.

Unlike Vitaly in the Philippines who was actually assaulting people, stole some security guard's motorcycle, etc. Johnny hasn't done anything remote close to any of that so just leaving him stuck on a peninsula of people who hate him is plenty to let the slow legal process(as if the US also isn't slow about shit) since he can't go anywhere.
