Except that isn't really Biden's fault. Gas was very low a year and a half ago because not only the pandemic, but there was also a price war going on between Saudi Arabia and other oil producers, where they tried to lower cost. Because of this, a lot of refineries were brought offline. However, now the demand is back up and there's supply chain issues with it.
He gets the blame for it, though, even though there really isn't much he can do. He can't wave his finger and solve the supply chain problem.

I don't know anything about that, and never had even heard of it. Biden is far from perfect and like I've said many times, was my 2nd least preferred Democrat nominee (above only Bloomberg). But to blame him for the inflation and higher prices is really stupid (just like it would be if Trump were still president)
