I'll give it some more time. I've met people in real life who just tell the most insane stories while seriously expecting you to believe them. It reminds me of Tomlinson and his long history of knife fights. He could also just be delusional enough to follow around random vehicles he thinks are ICE, or a sovereign citizen type who thinks legitimate arrests are kidnapping.
