They can prove that of-age person bought the items and that they sold it to someone who was legally allowed to buy it.

I'd assume it's possible to make a barcode that scans right. The stores just take a government-issued photo ID, so the odds are that out of the entire country, someone has leaked how to take a birthdate and expiration date and format the check algorithm for those two datesI wonder how good those barcodes are at sniffing out fakes
because in cases like this its likely an actual "electronic ID" match is sent to the issuer of the ID and must be successful before continuing and if its expired then it probably shows up as not existing in the issuers system.Years ago I had an ID that was expired. I got a new job and when they asked for my ID, I told them my ID was expired. "That's not a problem," they told me and I got hired.
When I got paid, I went to the service counter to cash my check. "This ID is expired. Sorry, we can't cash this."
What the fuck. My expired ID was good enough to get me hired but not good enough to cash my check.
