Vermont senator Bernie Sanders introduces four-day workweek bill

Bernie Sanders, the independent senator from Vermont who twice ran for the Democratic presidential nomination, introduced a bill to establish a four-day US working week.

Studies and pilot programmes have shown that four-day workweeks can increase productivity and happiness. Given Republican control of the House and a Senate split 51-49 in favour of Democrats, however, the legislation stands little chance of success.

“Moving to a 32-hour workweek with no loss of pay is not a radical idea,” Sanders said on Thursday. “Today, American workers are over 400% more productive than they were in the 1940s. And yet millions of Americans are working longer hours for lower wages than they were decades ago.

“That has got to change. The financial gains from the major advancements in artificial intelligence, automation and new technology must benefit the working class, not just corporate chief executives and wealthy stockholders on Wall Street.

“It is time to reduce the stress level in our country and allow Americans to enjoy a better quality of life. It is time for a 32-hour workweek with no loss in pay.”

The legislation is co-sponsored by Laphonza Butler, a Democratic senator from California, and Mark Takano, a House Democrat from the same state.

Butler said: “The Thirty-Two-Hour Workweek Act would allow hard-working Americans to spend more time with their families while protecting their wages and making sure profits aren’t only going to a select few.”

Takano hailed “transformative legislation that will be a win for both workers and workplaces”.

Sanders’ office hailed endorsements from unions and campaign groups and cited predictions of a shorter workweek from business giants including Bill Gates, founder of Microsoft, and Jamie Dimon, chief executive of JP Morgan Chase.

“This bill underscores the escalating trend towards diminishing work hours,” said Dr Dale Whelehan, chief executive of 4 Day Week Global, a pressure group.

“Increasing evidence firmly supports that reducing working hours yields beneficial outcomes for businesses, individuals and the broader community … We are thrilled to support this endeavour … marking further progress towards a future of work that prioritises sustainable human performance and wellbeing.”

Also on Thursday, Sanders staged a hearing of his Senate health, education, labor and pensions committee.

“One of the issues that we have to talk about is stress in this country, the fact that so many people are going to work exhausted physically and mentally,” Sanders said.

“And the fact that we have not changed the Fair Labor Standards Act – this was in 1940 – we came up with the 40-hour workweek in 1940. Who is going to deny that the economy has … fundamentally and radically changed over that period of time?”

Bill Cassidy of Louisiana, the ranking Republican on the committee, said 32-hour workweeks could work for individual businesses but should not be mandated.

“We won’t maintain the status of being the world’s wealthiest nation if we kneecap the American economy with something which purports to be good for the American worker but indeed will lead to offshoring of jobs seeking for a lower-cost labour force,” Cassidy said.

Shawn Fain, president of the United Auto Workers union, had fiery words in return: “The truth is, working-class people aren’t lazy. They’re fed up.

“They’re fed up with being left behind and stripped of dignity as wealth inequality in this nation, this world, spirals out of control. They’re fed up in America. In America, three families have as much wealth as the bottom 50% of citizens in this nation. That is criminal.”
 
I think a lot of business are basically moving to this already, just in the form a 9-4-9 schedule or ten hour days M-TH. Of course that's the same amount of time just on fewer days.

If the work week was reduced by 20%, then there would be a sizable loss in pay. That is what would happen.
Bernie's bill has a provision to raise wages so that 32 hours pays as much as 40 hours. Of course what would actually happen will end up being a pay cut because you can't just legislate people's work to be more valuable.

I remember reading Bernie did a brief stint as a plumber before he began his political career. He was by all accounts a terrible plumber. I suspect he did it for the optics, playing pretend at the job so he could burnish his class warrior Marxist credentials with a blue collar, working man past.

As a fun fact, composer Phillip Glass was also a plumber, but he did it because he had to, so he could keep money coming in while he worked on his music. He said he never expected the fame that would come his way but was very glad it did. He didn't particularly like plumbing.

All a 32-hour week will do is incentivize more automation, we are at the point where technology is no longer increasing productivity per capita but is increasing productivity by reducing needed headcount and labor costs. There simply isn't the need for low-skill or unskilled manufacturing labor anymore, this isn't 1940.

Some of the most advanced manufacturing plants already have little more than a skeleton crew keeping an eye on things while the machines run basically hands-off to produce products. One I dealt with had literally two workers on the floor during the night shift when it used to be a dozen.

Of course the answer is no because nobody wants to give a 20% pay increase to the majority of the American workforce. So assuming the amount of work doesn't alter (probably would but lets explore this line first), this is effectively a means of forcing work to be spread out amongst more people and force additional hires. Which would likely lead to a sharp drop in productivity in many sectors because whilst one bricklayer on Friday and pick up a different bricklayer's work from Thursday, the same is not true for coding/research/project management/any number of complex jobs.

Now the qualifiers on the above. The "sharp drop in productivity" I postulated. The proposal is that there isn't a drop in productivity and even potentially a rise because people will be more focused on their work due to being fresher. This will not happen. There might be a short initial burst in per-day productivity that will quickly return to the set point of previous. That's it. Zero chance productivity is maintained.

The assumption that the amount of work doesn't alter? Well there are quite a lot of people who don't do much (mostly in Middle Management). These people can compress their work into four days with no change in outcome. So depending on how you view it, the amount of work could change but really it would just be cutting cruft in work but still paying the same.

Now if people wanted to do four nine and a half days, that can work in some scenarios, but it's not great for most.

Best thing? Sort out America's PTO and weird "sick leave" culture. The phrase "I have some sick leave to use up" should never, ever be uttered.

They don’t want you having every Tuesday off reliably because then you might make plans to meet up every Tuesday to go hiking or play boardgames or whatever else with friends that would give you an excuse to be unavailable to them at the drop of a hat.

Even when these leeches are only giving you 30 hours a week max to avoid giving you benefits, you’re never really off the clock because you’re expected to make yourself potentially available in your “free” time in case some dipshit manager realizes it’s too busy on a given day for the usual skeleton crew and needs to call you in. Sure you can always decline, but that’s a quick way to find out what a scheduled 18 hour work week spread over four days is like.

You don't have to be super smart or super capable (but it helps). Just find the certificates and specializations, trust me, there's tons of them that most people don't know about. If you're willing to work blue collar that's another route.

For example, my PTO schedule is doody (more on that below) but I can basically take unpaid time off whenever and wherever I want. I am planning on pushing my luck and taking a month off this year for that Europeen experience.

4 day weeks may or may not be an option depending on the job, like for example customer-facing roles kind of need to be available for business hours. Does it suck having to be on the clock from 730 to 530 even when you're on commission and there's no work? Sure, that's why I won't do it anymore. You could probably move a lot of people to 4 day, especially if you went 4x10, but as other people have said - the US PTO system is an absolute joke. How about some reasonable reform there before you grandstand on a bill that would (in essence) provide an extra 50 days of PTO per year? It's all for show, it's Bernie after all, remember when he could have taken a real stand in a presidential run and then did the opposite instead, hoping that globohomo hilary would win?

While I’m not an hourly wagie anymore thankfully, I did spend plenty of time in minimum wage bullshit jobs and I’m still bitter about the treatment of workers there. Regardless how unskilled a given job may be, workers still deserve consideration as human beings with lives and not just interchangeable parts to be burnt through and replaced as needed. These are billion dollar corporations doing this and with the amount of money they have to spend on useless DEI bullshit alone I don’t believe a consideration for worker’s lives would suddenly make them unprofitable.

I'm an unironic advocate for the 4-10 work week. You want to keep the 40 hour work week, I'm for it, but let's just cut Friday off and put 2 more hours on Monday through Thursday. It's not like most people actually do an honest 8 hours of work a day to begin with, and I'm not saying people are lazy, I'm saying it just doesn't fucking happen, laziness or other reasons aside. If we can't do an full honest 8, just bump it up to 10 and give us an extra day off.
