This isn't a civil war. It's your government gradually eroding everyday life and making it worse for the average citizen from too many angles to ever effectively combat. Just one of those angles involves silently funneling the third world into wherever you live with this bad citizenship ruling, allowing anyone to operate criminal rackets on every block. You pay ever-increasing taxes to fund them. You're held hostage by your (eroding) life style that keeps you from ending up on the street, where those criminal parasites have full access to you. This is an extremely bad situation.
It probably wouldn't have affected midterms directly anyways. The only way I imagine it'd be applied retroactively is with proven cases of families illegally entering and exploiting birth tourism in the US which will also take more time to prosecute. It'd be a measure going forward though which is important.

In theory the recourse is impeachment of a justice. In practice nothing currently since the senate can't agree what color the sky is. Win an election big time, impeach the justices.
At a certain point, states CAN break away and begin enforcing laws irrespective of the government. We've seen this in blue states with sanctuary cities. Nothing stops individual states from just telling the government to go fuck itself and then refusing access to all federal agencies and then disarming all federal agents and employees within the state other than their unwillingness to go to war...yet.
ICE is worthless now. America is now for all intents and purposes an economic zone where anyone and everyone in the world can be a legal citizen.
