That's what it will be interpreted as, but the people who wrote and passed it were clear in saying it didn't mean illegal aliens were allowed to pop out a welfare leech and receive an automatic get out of jail free card. This wouldn't be a problem if we were willing to just say "Ok, your minor is now a US citizen, but you aren't. Get out."
