What the fuck, there's only like 50k of those a year and those are usually reserved for poorer countries. How does portugal qualify?
The quota is relative to population and it's per-continent. Eligibility is based on birth country and which countries are eligible is based on historical immigration numbers for the last 5 years, not wealth. For example, Indians are ineligible even if they become a citizen of an eligible country unless they marry someone born in an eligible country who applies and is successful.

You'll probably notice the numbers don't really add up in the table. That's because they're cutoff numbers as when you get selected, you get something like 2026OC420 as your case ID. 420 is your selection number and you get selected for a DV1 interview when the bulletin shows a cutoff number higher than yours.
DV1 is a retarded visa and should be killed off. While people in here want to throw every past recipient of it in a volcano, please consider that it is
permanent residency which means that anyone who was successful has uprooted themselves to be in the US. H-1Bs are non-immigrants, which means they can spend extended periods overseas, maintain ties to other countries and still be fully in compliance with the rules of their visa.
US LPRs (lawful permanent residents) as immigrants are expected to sever previous ties and can be found to have abandoned residency if they don't. A fair way to cull the number of LPRs would be to scrutinize the extent of their ties to the US and travel patterns. This is already happening, DHS is a lot harsher on people with dubious travel history and past convictions previously ignored are now being examined.
Anyway all I'm asking is please put down the pitchforks for a second and consider that there are White non-school shooter people who have benefited from this visa and at the very least check for brown nipples before loading up the trebuchet.
Being Indian should give you -1,000,000 points on any reasonable system. Personally I'm not a fan of points-based since it's always heavily weighed on education which makes scammers with fake degrees look amazing meanwhile self-taught individuals get fucked. Look at how much of a disaster Canada is with its wonderful Express Entry points-based system.
I think any suitable system needs to be built around culture, race and the applicant's ability to contribute and support themselves.
