While I agree with you in general (the lower-income masses should be excluded, we have more than enough of them already) HNWIs are a different story. There's a reason everybody wants them (they contribute a lot to the economy). Paying a million up front to get in isn't "taking advantage" of any system - quite the contrary, there are plenty of cheaper ways to go about this (Thailand, for example: Bangkok is a pretty nice place to live and an investor's visa costs a paltry US$300K).

Definitionally our navy cannot pirate a ship. We "commandeered" it.
Now what happens to the ship is fun. Either it becomes a military vessel, or we can sell it to some company in the US. It doesn't seem like a bad ship all things considered.
