I knew of a principal accused of embezzling funds who resigned just before being charged in order to protect their pension. Everyone who is some degree of shady or slimy knows all the loopholes and fine print that allows them to get the most out of the least amount of effort. What's worse is policies that allow people collecting a governmental pension to be rehired at the same or a different governmental entity and double-dip.
I think some of this may be generational. The older blacks raised with two parents and the importance of education and acting appropriately tend to be good people to be around. Ditto for those who came to America during the era when people coming over did so to truly better themselves.
