Not quite: the Supreme Court can and regularly does dismiss cases. They only hear cases they think are important and it is entirely at their discretion. It's not like a state or federal law office where you can inundate them with work to intentionally overload the office. Liberals are absolutely trying this with federal judges and AGs they don't like, but often the Supreme Court either sends cases back for the lower court to deal with it or tells the activists to stop filing shit frivolously and wasting everyone's time.

Germans didn't even have piracy rules until the recent century. They started their legal code from scratch after 1945 and never added piracy laws because it wasn't an issue at the time. After Somali pirates started getting captured by German authorities, the German government was (controversially, even in their country) forced to free them because there were no laws to charge them under. Now they do have piracy laws, but the Somalis just claim asylum and stay in Germany that way.

To be fair, Germany has an advanced economy and very good specialists. They are leaders in engineering, especially lithium ion batteries, they strongly resist offshoring, and they are leaders in biotech and pharmaceuticals. Their academic-to-industry pipeline is one of the best in Europe and they innovate well because of it. There is less stagnation like in France or the UK and, unlike those countries, there is not as heavy of a class system.
