You make a character that's a bullheaded confrontational egomaniac and as long as they're bombastic enough you've already 80% of the way to creating a fan favourite. To be fair to steelman the titan stuff, the story really isn't about how strong the titans individually are, it's that if the roaring happens the entire world is covered in darkness and dies.
