Everything I've seen looking up about the algae situation says it's turning up again after expensive maintenance on the pool. Other people in this very thread have pointed out the way the water is stagnant and other factors like heat is what's causing this shit, which lines up with basic pool maintenance issues.

That “expensive maintenance” being painting the reflecting pool a dark blue color, something that it not only didn’t need but actually ended up facilitating the excessive algae bloom due to its dark color trapping more heat.
