Just looked up from doing something and I see a guy(? might be grill) who's manlet&balding at <20 and I talked to once looking at me across the room exactly like this

Here's a thing that didn't happen to me but to a guy I knew in my hometown. One day in spring he saw a man go through the ice. This was on a lake that absolutely everyone crossed in winter as a shortcut that saved 20 minutes of walking in the cold when going from one area to another, but in late spring no one risked it. So he grabbed one of those big floating donut things with a rope attached to it and made his way out, did what can be called a successful ring toss and pulled him up. This man then tried to kill him by strangling him. It wasn't the only time he went after my buddy, a couple of weeks later he chased him around a department store with a knife and tried to stab him. Such a strange reaction to having their life saved.
 
This absolutely happened one day at Walmart. I swear on my life.

I saw a teenage girl (15-16) wearing a FNaF shirt, who seemed to be quite addicted to her tablet, given that she was using it CONSTANTLY while walking in a crowded store and shopping with her parents. What must her family think of her?
 
Went to the theater with my friend, my sister and her friend to see Deadpool 2. When we left and were walking back to the car, we were accosted by an old hooker (probably mid to late 50s) who kept asking if I wanted to pay her to tickle my feet. When I said no (after being caught off guard for a moment at such a strange request) she made the same offer to my sister. She told her to fuck off and we kept going, at a faster pace. Before we all got in the car, she said she'd tickle my sister's friend if we bought her a fifth of gin.

So yeah, being propositioned by a tickle fetishist hooker who looked like the old bathtub woman in The Shining is pretty high on the "wut?" list.
 
I remember going to WalMart in a rural part of Texas and seeing a guy dressed as Elvis.
I wish I had a picture, but he was wearing an outfit like this one:

I was in my backyard when a bloodcurdling scream came from my neighbor's. All the lights shut off almost instantly. They moved out a week later.

I also remember seeing a ball of light coming towards me late at night, with me running inside than and then. It circled my house and then fucked off. IIRC, a police dashcam allegedly caught it, though I haven't seen it.

I was once driving down the highway when I noticed bits of trash fluttering in the wind. Okay, that's normal, you see this kind of thing all the time. A bit further on I saw the source of the trash. There was a pickup truck, all beat up and rusty as if the owner never took care of it and let it rot. And tied to that truck was a monstrously large mountain of trash, mostly consisting of paper and cardboard. I don't think the driver would have been able to use his rearview mirror, if indeed he even cared what was behind him to begin with. Even as I saw the mountain, more pieces of paper flew out from the it like little snowflakes escaping its grasp.

As I drove past it, I wondered why anyone would strap that much garbage to their beat-up vehicle. It wasn't as if this were a rural area either, surely this person had a garbage man that picked up their trash once a week. It's still the most inexplicable thing I've ever seen on the road.
 
A year or so ago I was walking and jogging my usual route when I noticed something in a bed of clover next to a small branch I pass. I walk over and it is a pile of spaghetti noodles with hunks of cut cooked chicken. Just there in a pile. Clean, undisturbed.
 
Once in my teen years, I saw a cockroach that was at least a foot long and five or six inches wide in the French Quarter in New Orleans. I was with a bunch of my friends who were drunk. Normally I would have been, too, but I was broke and sober as a judge. I saw it scurry along for about six feet before it disappeared into a sidewalk break.
 
I was waiting for a metro at the terminus, when it arrived half full of people. They were all acting completely normally, but I still wonder if I should've slaughtered them for being bodysnatchers or something I dunno.
 
A couple of driving-related ones:

I was asked to be a driver for an event that took place in a rural area of the region. Unfortunately, it started snowing on the way there and remained steady enough that road conditions worsened quickly. At one point during the rural stretch of the drive up there, traffic slowed down to a near stop -- possibly on the other end of a curve. There were cars pulled off to either side and a car in the ditch to the right of me. Cops hadn't arrived yet, possibly because this was when it was still a bit costly to have a mobile phone. I did a double take when it was my turn to drive past the accident scene and saw an upright booze bottle on the shoulder close to one of the pulled over cars. The possibility of someone being dumb enough to drink and drive in bad weather was wow to my younger self. To add insult to injury, my group was told upon arrival at the event that it had been cancelled due to the bad weather. We were allowed 10-15 minutes to warm up before having to brave the bad conditions to go home again. By that point, the accident had been cleared.

Another driving incident that had me asking myself "WTF" happened during college. I was driving on the freeway that made up most of my commute between home and school. I'm not sure what led to me looking in my rear view mirror, but I did and saw a tire bouncing from the service drive onto the freeway behind me, and then bouncing over the median wall and across the other side of the freeway. I have no idea where the tire came from and how it managed to have enough kinetic energy/momentum to bounce across all six lanes of the freeway and the dividing wall -- all without hitting someone's car or causing an accident during a time of the day when the freeway normally had a lot of traffic.

Ha, that happened to me going over a freeway bridge once. Looked up and a tire rolled about a foot behind me on the driver side, jumped over the dividing wall, rolled through the other two lanes and bounced off the wall, then came back for the other side again but got caught trying to jump the divide again. Still have no idea where the tire came from, it just kind of appeared next to me.
