Honestly, I don't think I can tell the difference between industrial and EBM because most of the stuff I listen to is described as both. Another tag that often pops up is "electro".

At this point industrial covers everything from old-school noise to club-focused EBM and the whole aggrotech/dark electro offshoot. As long as it emphasizes electronic over traditional instruments it's reasonable to throw one of the labels at it and call it a day, even if technically there are differences.
