Sugar turns into a thick ooze or somesuch. Picture Maple Syrup, since it's basically the same thing. How if it gets on something you basically have to get a wet washcloth and scrub it off, diluting it until you can get rid of it? Stays sticky forever?
Picture that, only it's 220+ degrees F. At 180F skin suffers 3rd degree burns after 1 second of exposure. You wouldn't be able to get it off you, and trying would just smear it, spreading the burn. Convection would spread the heat out from the splash, burning further. He'd be in jail, where cold water would not be readily available.
If this is true (I still haven't found confirmation) and they got him in the face with napalm, he's going to be seriously disfigured and in pain for a very long time.
